[Feature] Target zone name instead of number

Description

We have "Snap to zone(s)" working via zone numbers, but targeting their name could also be useful (and more user-friendly).

Problem it Solves

It's not a groundbreaking feature, but I faced the issue from #919 because I wanted to snap e.g. VSCode to Zone 1, but it was only guaranteed to be in Zone 1 in that specific layout. If I could instead target zone "VSCode" it'd work in whichever layout/index it was in.

That'd also avoid mismatches between layout and rules.
