Support for nft ids file path and layer 1 block number as arguments

LoopringNftSnapshotter 0 C:\temp\ids.txt

0 is the block number on layer 1. leave this to 0 to get latest block or specify a different number.
C:\temp\ids.txt is the full file path to the nft ids txt file
