This issue is a smoke test for the triage infrastructure's always-on skill rendering. It does not describe an application defect or feature request — the pass criteria are about verifying triage agent behavior, not about changes to the Python app.

The smoke test verification token is: PROOF_ALWAYS_ON_SKILL
