Legacy metadata recovery and iOS WebClip reset hardening.

• Recovers valid beta.5 active or retained release metadata that predates durable metadata epochs without weakening reset fencing.
• Replaces ownerless pre-epoch candidate journals with an epoch-fenced cleanup marker and removes unreferenced candidate caches under the app-scoped Web Lock.
• Keeps missing, empty, preference-only, and pin-only metadata fail-closed after reset.
• Accepts same-origin iOS WebClip reset navigations when Origin is omitted, while rejecting explicit cross-site, opaque, and provenance-free requests.
• Adds bounded state-snapshot failure codes and validates the shared allowlist before diagnostics displays them.
