Stabilize the DrawerTop interactive-dismiss UI setup scroll by replacing the wall-clock deadline with bounded attempts and visible-target stability detection. Verification: - xcodebuild build-for-testing passed - Targeted UI run passed: 2 tests, 0 failures - UI shard 0 run passed: 10 tests, 0 failures - git diff --check passed - swiftlint lint UITests/MainSpec+Transition.swift passed
