2024.07 update - update code from Pavel Demin's repository - Alpine 3.20 - Linux kernel 6.9.9

  • fix 1: change device tree to support both address 0 and 1 for Ethernet MDIO PHY
  • fix 2: add package 'ethtool'
  • fix 3: upgrade Linux kernel to version 6.9.9
