Emergency node-only release which should help stabilize block production by reducing the fork rate.
Upgrades polkadot-sdk to polkadot-stable2603-4 which contains improvements to the connectivity between collators and validators (litep2p).
A major release containing the runtime upgrade to polkadot-stable2603 will follow later.
