Rewrite Principles in Action around implementation status

What changed

• restructure Principles in Action around the three principle families
• add a responsive comparison matrix with implemented, partial, and designed states
• tighten the evidence for each Foundry and remove brittle inventory counts
• link the Galaxy evidence to the IWC corpus
• update the Statistical Genomics instance and diff pages to reflect its authored Molds and still-deferred cast layer

Why

The previous page contained strong evidence but presented it in dense, difficult-to-compare prose. Several details had also become stale, including mirrored license-policy files, the Statistical Genomics Mold inventory, and claims that inherited casting architecture was already implemented.

The rewrite makes maturity part of the argument: inherited design does not count as implementation, and deliberately deferred machinery is shown explicitly.

Impact

Readers can scan the two instances side by side, then move into concise evidence for each principle. The comparison becomes a useful visual without replacing the deeper explanation, and related instance pages no longer contradict it.
