What this PR does / why we need it:

Add technical steering proposal for live control plane migration (Live CPM)

This proposal describes the approach to be followed for implementing Live Control Plane Migration (Live CPM) in Gardener, enabling migration of a Shoot cluster’s control plane without API server downtime.

Which issue(s) this PR fixes:
Part of #gardener/gardener#10686

Aside from @rfranzke's comment, please rebase your branch onto the master branch and add an entry for your proposal to the technical steering index page based on the planned presentation date:
https://github.com/gardener/documentation/blob/master/website/community/steering/technical/_index.md

#799 got merged before your PR. I'm sorry for the extra work. 🙇‍♂️
