1.3.0: Pin Task version

Highlights

• Pin the Task version. Set it with ddev dotenv set .ddev/.env.taskfile --task-version=3.54.0 and run ddev restart. Without it, the latest release is installed as before.
• Requires DDEV v1.23.5 or newer. Install with ddev add-on get gebruederheitz/ddev-taskfile.
• Tests, CI and docs follow the current DDEV add-on template; CI now also runs on arm64.
