[The Framework] Bootstrap system prompt (interpretations / PLAN / await)

Part of #297 (Bootstrap mode).

Add a bootstrap system-prompt block so a from-scratch run stops and shows a plan instead of charging ahead. Prototyped and validated (see the #297 comment): the wording has to be a hard override, or Claude Code's default "be decisive" instinct wins.

Scope:

• Add the block to the framework's system-prompt composition, active only in bootstrap mode, on the existing --append-system-prompt path (no need to full-replace the default prompt).
• Wording overrides decisiveness: first reply is a plausibility-sorted interpretations list (unclear scope) or a PLAN.md (large scope), then await.
• SHOW_IT sends the interpretations/plan to showMarkdown() so they land in the right rail (already shipped, [The Framework] dashboard: arbitrary agent-driven right-rail views (showMarkdown) + sticky nav #441).
• Autopilot: await auto-accepts after the 10s countdown (already shipped, [The Framework] dashboard: choice gates in the right rail (all sets at once + sticky nav) #440).
• Test: run in an empty dir, assert it writes no app files and ends on a plan/await.
