Opening a perpetual showed a false "ETH required, 0 available" error and blocked the transaction.
A perpetual is margined from the perpetual account, not the wallet balance, so the confirm-time balance check must not gate it. The check now treats every perpetual as non-spending, matching how both apps behaved before the shared validation moved to core.
