Fixes Settings not opening.

Clicking Settings appeared to do nothing. The window was in fact being created, but a menu-bar-only app is never activated as a side effect of opening it, so the window was ordered in behind whatever you were already looking at — the menu closed and nothing visible happened. It now comes to the front.

Everything else is unchanged from 0.2.0.
