Make the "Spatial Ranking" plugin great again #271

@mbastian created the Spatial Ranking 10y ago but it doesn't seem available any more. It's a plugin that simply map two attributes of the nodes as a scatter plot.
The user can of course currently do that by exporting the nodes file and open it in Excel to produce various scatter plots and analysis, but it would be great to have such a tool available by default in Gephi because it would put some emphasis on the use of graph metrics in an exploratory way and not only as a way to "give a color" to the nodes.
Edit: and it would be nice to name it differently.
