fix: preserve newlines and empty lines in Ona setup config files

- Add extractTrailingWhitespace helper function to preserve original file formatting
- Modify setupOna to append original trailing whitespace after JSON marshaling
- Add TestOnaNewlinePreservation test to verify the fix
- Bump version to 1.13.2
