Tell ci-vars which repository to use in the release workflow

ci-vars defaults to the parent of its own directory. As it lives at the
root of this repository that resolved to '/', so the workflow computed
0.0.SNAPSHOT and the tag check on the v0.1.40 release correctly refused
to continue. Pass --repo . so that the version is taken from this tree.
