ci: keep dashboard and Storybook build inputs stable (#57424)

Storybook's build now hashes source, configuration, and package metadata from both dashboard packages, and excludes their generated Turbo execution logs. Editing a self-hosted story invalidates the build; running an unrelated dashboard task keeps the same Storybook build key.
