Adds structured issue templates tailored for FeedBack work.

The templates ask for:

  • affected area in the repo
  • reproduction steps for bugs
  • acceptance criteria for features
  • validation steps that match FeedBack/plugin/server workflows

I checked the available CLAUDE.md guidance in the org and used it to bias the templates toward plugin lifecycle, reload safety, playback performance, and FeedBack integration details.
