A governed request that arrives without a per-user email claim is now handled with organization-scoped enforcement instead of being refused. Fine-grained per-segment policy targeting still requires a per-user email claim.

What changed

  • A governed request whose credential carries no per-user email claim now proceeds with organization-scoped policy enforcement, rather than being refused. This restores the pre-9.14 behavior for that case. Segment-scoped policy targeting continues to require a per-user email claim.

Upgrade impact

Additive. No schema changes and no data migration. Pull the v9.15.0 images and restart.
