Houston Cloud updater pointer

Machine-managed rolling release: hosts the current cloud channel's updater manifest (latest-cloud.json). Cloud desktop apps poll this fixed tag for auto-updates. Do not edit or delete — it is rewritten on every cloud-v* publish by the cloud-updater-manifest workflow.
