⚠ BREAKING CHANGES

  • a descent that lowers authority is no longer satisfied by its certificate's covers. That axis requires a live judgment from an AuthorityPolicy over verified ContextFacts, carried on CallSubject (or passed through Operation::ceilingForCall). Callers offering neither get no authority descent.
