Same content as v0.9.0 was meant to carry.

v0.9.0 was first published against a tree that did not contain these classes, deleted, and
re-tagged — and the registry cached the first reference, so v0.9.0 resolves to a commit without
ConsentGrant. A version whose content changed under the same number is the kind of lie this
framework exists to remove, so the number moves instead.

ConsentGrant is the canonical consent fact and OperationId the identity that is not spelled.
