config names the agent configuration keys that exist, each with its type and what it decides.

The code reads seventeen and the template's comment documents four, so config:set would take any key without telling the caller which ones the app understands. A rail in app-runtime checks the declaration against the Config::get('agent.*') call sites in both directions, so it does not become the next stale comment.
