A ceiling is not an opinion about a version — it is the reason a fix cannot reach an app. This one kept core's new line out of every install, so the widening is what makes the work already published actually arrive. Whether the new line is safe here is not decided by this diff: it is decided by this repo's suite running against it. If CI goes red, the ceiling was load-bearing and the PR stays open.
