Deprecate options for setting release on `upload-proguard` command

Sentry no longer displays associated releases on the ProGuard page, as we do not need them for symbolication, and long-term we will entirely remove this association. From Sentry CLI 3.x, we will remove these command line flags, as chunk uploading (to be implemented in CLI-13) does not support release association.

Let's deprecate the flags now in preparation for removal.
