test(e2e): Add a static trace lifecycle React E2E app - #23848

Copies `react-17` into `react-17-static`, which keeps `traceLifecycle: 'static'` and its transaction-based specs. The rest of the React group moves to span streaming in the PR above, so this copy is what keeps the static lifecycle covered. The issue suggested duplicating `react-19`, but that app only has error and DOM specs, so a copy of it would assert nothing about the trace lifecycle. `react-17` is the app in the group with pageload and navigation transaction specs.
