Add Aggregator "Required" CI Job

Introduce a single aggregator job that depends on all CI jobs and fails if any required job fails, providing one required status for branch protection.

All CI jobs defined in `ci.yml` should be validated by this aggregator job (except for `codecov`), even those which are not currently "required"
