Steps to Reproduce
Follow the install steps outlined in https://docs.sentry.io/organization/integrations/source-code-mgmt/azure-devops/#install. Having done all of the below before installing:
- Sentry organization owner permissions
- User in the Project Collections Administrators
- Enabled third-party application access via OAuth
