Jira Integration doesn't re-open Jira Issue after Sentry Issue is Regressed

Environment

SaaS (https://sentry.io/)

Steps to Reproduce

1. Configure Sentry Jira integration to sync between the two
2. Generate Issue in Sentry
3. Link Issue to Jira Issue
4. Mark Jira Issue as "Done"
5. Wait for Sentry Issue to be synced as "Resolved"
6. Generate Issue again in Sentry
7. Wait for Sentry Issue status to become "Unresolved" due to Regression
8. Check the status of linked Jira Issue

Expected Result

Jira Issue should be reopened

Actual Result

Jira Issue remains "done"
