Organisation unable to create Metric Alert due to incorrect limitation #103881

Steps to Reproduce
- Try to create a new Metric alert in the affected organisation
Expected Result
A new alert is created
Actual Result
User gets the message You may not exceed 20 metric alerts on your current plan
Using the List Metric Alerts API endpoint, only 18 existing rules are found. The organisation should be able to create another 2 rules.
