Search filtering for issues is broken when project filter is selected #104174

Steps to Reproduce
Toggle a project selection on and off
Expected Result
I should be able to see the issue in both cases when I select the project and when no projects (all projects) is selected.
Actual Result
Issue doesn't show up when the particular project is selected.
