Problem Statement
Sentry Seer currently skips analysis for any Pull Request in a "Draft" state. Per the current documentation, the service only triggers when a PR is marked as "Ready for Review."
This limitation prevents teams from using Seer as an automated gate in their development pipeline. Many workflows involve using AI agents or automated scripts to process bot feedback (like Seer's) while a PR is still in draft to avoid prematurely assigning human reviewers or triggering "Ready for Review" notifications.
Solution Brainstorm
Enable Sentry Seer to analyze and comment on Pull Requests while they are in the Draft state.
This request aligns with the broader need for Sentry to provide insights on unmerged code, as discussed in getsentry/sentry #61638.
