Can't open Tags tab on the issue details page if there are many events (~4m)

Steps to Reproduce

1. Open the Issue details page for any issue which has a high number of events
2. Click on the Tags tab below the action buttons
   
3. It took a while, then it shows the error.

From what I checked, it seems it's working for issues with less than 3.5m events, but it shows the error when the # of events is more than 4m in total.

Expected Result

Show the custom tags reported with each event.
