Lock event navigator on issue details page to a specific release #44513

Problem Statement

The event navigator (the 'Older/Newer' buttons) on the issue details page currently lets you cycle through all of the events in an issue in chronological order, but it doesn't allow you to lock it to events for a specific release. A customer requested such a feature, since they said that 80% of the time they generally care more about their 1-2 most recent recent releases; older release information isn't as helpful for diagnosing current data (since they've added more breadcrumbs, tags, etc. as they have gone along).

Solution Brainstorm

Perhaps we could add a Release filter below the 'Older/Newer' button, similar to the one we have for Dashboards (shown below):
