Today for sentry to download an artifact it needs release + dist + url or alternatively: debug id + file type. We hird option: fetch by url from external source. What is not possible (but our competition can do) is to upload source files and source maps without release association. If the URLs are unique, they can still be resolved, but we are not currently able to do that.
