Expand Alerting capability to specific performance transactions/spans #56312

Problem Statement
I would like to be able to alert on specific performance transactions/spans when they drift out of tolerance similar to what I can do for errors.
For example, I want to know when our login view takes more than 8 seconds to complete the ui.load transaction. If there are 1000 events beyond 8 seconds in a 24 hr period I would like the alert to be signaled.
