Plugin Grouping

We should consider a way to add metadata to plugins which helps describe what they are.

Currently there exists several styles of plugins:

• Issue Tracking (GitHub, Jira, etc)
• Notifications (Mail, IRC) [some of these vary, irc isnt user specific, mail is]
• Tags (All builtins)

We could potentially allow plugins to define a category for themselves. One question:

• Should categories be preset (by Sentry master)?
