Spend allocation - Need to be able to setup Spend allocation for Spans

Problem Statement

At the transaction version of the platform there is spend allocation for Transactions
When customers move to the spans there is no way to set this up.

Leading to lacked governance about which part of the quota is entitled to which teams.
Or other projects could potentially over consume and eat up more quota. (Spans have a different behaviour than Errors, so there wouldn't be sudden spikes like that. However new projects could start sending in Spans)
