Add a single flag that will replace 6 flags currently used to control the rollout of backwards compatible metric alert and incident endpoints. They're all GA'd so we can reduce down to one flag.
Follow up PR will be an options automator one to enable the flag, then one to replace the usage of them, and finally one to remove the options automator usage of the old ones.
