Replace the legacy Layout.Header/Body structure with the shared Explore layout primitives (ExploreBodyContent, ExploreBodySearch, ExploreContentSection) so the releases list matches the rest of the Explore views. Extract the header into a ReleasesHeader component that renders into TopBar slots when the page frame feature is enabled, and move the preprod tabs into a Tabs block rendered alongside the page filter bar. This PR migrates the releases page over to the explore layout setup to move it to be inline with other explore pages.
