Drop the "Enable Seer Context in Alerts" / "Enable Enhanced Alerts" toggle from the Seer automation settings page and the matching `enableSeerEnhancedAlerts` field on the Organization type. The Slack "Fix with Seer" action and Seer alert context will be governed solely by the `organizations:seer-slack-workflows` feature flag, so the preference no longer adds value. Frontend lands first; the backend follow-up removes the option from the serializer, endpoint, and `SlackAutofixEntrypoint.has_access`. Until that ships, the API still accepts the field but no UI writes to it. Refs ISWF-2555 Co-Authored-By: Claude <noreply@anthropic.com>

Remove the Seer Enhanced Alert setting from being configurable.
