The flag was dev-only. The OFF path means the mobile UI insights module is inaccessible. Remove the flag, delete the module settings file, remove the ModuleName.MOBILE_UI enum value, and cascade-remove it from all module registry maps (feature, visibility, doc links, base URLs, data types, onboarding exclusions, and first-span checks). Dev-only flag registered Jun 2024, never rolled out to customers. Remove the flag registration and the unreleased gated code paths.
