Renames the
seer-activity-timelinefeature flag todisplay-seer-actions-as-issue-activitiesto clarify that this flag only gates the display of Seer activities in the issue details timeline. The recording of these activities is controlled by theissues.record-seer-actions-as-activitiesoption added in the above PR.
