Changes:
- Remove /etc/resolv.conf (this is replaced by a symlink to the systemd-resolve stub now by tmpfiles)
- Update shell paths
- Use /usr/sbin/nologin instead of /bin/false
- Remove /usr/share/defaults/etc/shells (moving to PAM)
