Breaking: configuration now lives only in the site's database. Update straight from any earlier version; no intermediate release is needed.

Sites set up with the setup wizard (or with admin: true) need no action. A config-as-code site moves its configuration into the database by itself on first start, from statusping.config.ts (if still in the repository) or STATUSPING_CONFIG. Monitor IDs, history and ping URLs are kept. Guide: https://github.com/getstatusping/statusping/blob/main/MIGRATING-TO-YAML.md

Supersedes v0.3.0 and v0.3.1, which required updating to v0.2.27 first.
