Update job names in GitHub Actions workflow and fix ndk-build command

The job names in `.github/workflows/build_16.yml` have been updated from `linux` to `build_android_arm64` and `build_android_armv7` respectively for clarity.

In `linux.sh`, the `ndk-build` command was corrected to use the `$OUTPUT` variable for `APP_ABI` instead of the literal string "OUTPUT".
