Implement "Move tab to a new window #2630" shortcut

What do you want to change?

I want to implement #2630. Planning to implement it just for Mac OS.

Why do you want to make this change?

It needs to be much easier to move tabs between windows. In Vimium for example, 'W' is used for moving tabs between existing windows and a new window. First, I want to make the change that's specific to the PR, and then eventually expand on it to get that similar functionality to Vimium.
