confirm-close-surface ignores minimized windows

Issue Description

With confirm-close-surface set to true or always Ghostty will of course warn when trying to quit with processes / windows still open. If a window is minimized however Ghostty will happily quit.

Expected Behavior

With confirm-close-surface set Ghostty should warn before quitting, regardless if a window is minimized or not.

Actual Behavior

Ghostty quits happily

2. minimize window
3. press command+q
