Improve libghostty-vt on Windows

What do you want to change?

Hello! I'm from JetBrains and currently working on integrating libghostty-vt into the embedded terminal of our IDEs.

During testing of initial implementation I found out that resize behaviour of Ghostty is not really compatible with Windows ConPTY. So, it leads to issues with screen text corruption: https://youtrack.jetbrains.com/issue/IJPL-253078

I searched through existing discussions and issues and haven't found nothing similar to what I observe.
I would like to implement an option that would make Ghostty resize logic compatible with Windows ConPTY.
I'm ready to create a detailed discussion and show the branch with the fix after my vouch request is approved.

Why do you want to make this change?

We are unable to release libghostty-vt-based terminal on Windows without fixing resize issues.
Otherwise, it would be perceived as a regression.
