Open and analyse a ghul-project.json project (#344)

Enhancements:

• A folder holding a ghul-project.json manifest and no .ghulproj opens
  as a project, analysed with the options and compiler the ghul tool names
• A manifest listing several targets is analysed for the first one
  listed
• Editing the manifest or its lockfile reruns the project setup

Technical:

• The new integration test runs against a stub ghul on the PATH, so CI
  needs no ghul-cli
• The real-process test client records published diagnostics and takes
  an environment

Normalise a project's globs when rooting them at the workspace (#341)

Bugs fixed:

• A project configured by ghul.json with no .ghulproj is analysed again
  after edits, with hover and completion answered (closes
  ghul-lang/ghul#3159)

Technical:

• Source and exclude globs are rooted at the workspace with the join
  normalised, so a leading ./ no longer leaves a literal . segment
